The Anchorage meeting is scheduled to be from 6 - 9 p.m. on Feb 12th in the Loussac Public Library, Wilda Marston Room 3600.
Public comment on beluga habitat starts in February

ANCHORAGE, Alaska -- The debate over the proposed critical habitat areas for Cook Inlet belugas will go public.
NOAA is holding several public hearings starting next month.
The first hearing is scheduled for Feb. 3 in Soldotna.
A hearing will be held Feb. 4 in Homer, Feb. 11 in Wasilla and Feb. 12 in Anchorage.
The period for public comment ends March 3.
Comments can also be submitted online.

Well, after my poor review of the Spot I decided to write them a letter and send my spot back to them.
Here's the email correspondence from them. I guess I'll give the product another try! (I copied/pasted)
Hi Gina:
We have tested your unit and confirmed that it has malfunctioned -- we believe that it was the simplex transmitter and base circuit board--it is completely non-operational. This explains the light behavior you witnessed. It went into the 'failed self-test warning' mode, causing it to blink all LEDs.
SPOT tests any malfunctioning unit to determine the root cause, watch for any pattern defects and thus ensure overall product reliabilty, so we appreciate you returning this unit to SPOT. It is very rare to see this type of failure.
